The Journal of Telecommunication Network (JARTEL) is owned and published by Politeknik Negeri Malang (State Polytechnic of Malang), a public higher-education institution under the Ministry of Higher Education, Science, and Technology of the Republic of Indonesia, located at Jl. Soekarno Hatta No. 9, Malang, East Java 65141, Indonesia.
The journal is managed by an editorial team appointed by Politeknik Negeri Malang.

Management and Editorial Independence
The editorial team is appointed by the publisher for a defined term. The Editor-in-Chief is responsible for the journal's editorial policy and content. All editorial decisions are made solely on scholarly merit by the Editor-in-Chief and editorial board; the publisher does not interfere in decisions on individual manuscripts.
Journal History
- 1 April 2020: Moved from jtdjurnal.polinema.ac.id to jartel.polinema.ac.id.
- June 2024: Moved to the current Polinema OJS platform at jurnal.polinema.ac.id/index.php/jartel.
Infrastructure
The journal runs on Open Journal Systems (OJS) 3.3 hosted on servers managed by Politeknik Negeri Malang. Content is preserved through the arrangements described on the Archiving Policy page.
