Publication Ethics

JARTEL (Jurnal Jaringan Telekomunikasi) is an academic journal published by the Politeknik Negeri Malang, serving as a platform for the dissemination and publication of research and conceptual articles authored by researchers, academics, practitioners, and industry professionals in the fields of Telecommunication Engineering, Informatics, Electronics, Electrical Engineering, as well as Control and Monitoring Systems. All manuscripts submitted to JARTEL must be original works and must not have been previously published or be under consideration for publication in any other scientific journal or magazine.

This Publication Ethics Statement outlines the ethical responsibilities of all parties involved in the journal’s publication process, including the publisher, editors, reviewers, authors, and website administrators. The statement is based on the Regulation of the Head of the Indonesian Institute of Sciences (LIPI) Number 5 of 2014 concerning the Code of Ethics for Scientific Publications. Standardized terminology (e.g., double-blind peer review, retractions, and conflicts of interest) has been adopted throughout this document. Furthermore, the ethical responsibilities have been expanded to ensure alignment with internationally recognized publication standards, particularly those established by the Committee on Publication Ethics (COPE).

Ethical Principles

The ethical principles upheld by JARTEL are as follows:

  1. Neutrality – Ensuring that the publication process is free from conflicts of interest.
  2. Justice – Granting authorship only to individuals who have made significant contributions to the work.
  3. Honesty – Preventing all forms of academic misconduct, including duplication, fabrication, falsification, and plagiarism.

Duties and Responsibilities of the Editor-in-Chief

The Editor-in-Chief is responsible for:

  1. Determining the journal’s title, scientific scope, publication frequency, and accreditation when necessary.
  2. Appointing and defining the membership of the editorial board.
  3. Establishing relationships among the publisher, editors, reviewers, and other stakeholders.
  4. Safeguarding the confidentiality of all parties involved, including authors, reviewers, and editors.
  5. Ensuring compliance with intellectual property rights, particularly copyright.
  6. Reviewing and disseminating journal policies to authors, editors, reviewers, and readers.
  7. Developing and enforcing a code of conduct for editors and reviewers.
  8. Ensuring the regular and timely publication of the journal.
  9. Securing sustainable funding sources for the continuity of journal publication.
  10. Building collaborative networks and promoting the journal.
  11. Continuously improving the quality of the journal.
  12. Managing permits and other legal aspects related to publication.

Duties and Responsibilities of Editors

Editors are responsible for:

  1. Providing constructive comments on manuscripts to enhance clarity and ensure that the author’s message is effectively communicated to readers.
  2. Ensuring that manuscripts adhere to appropriate language standards and the journal’s stylistic guidelines.
  3. Continuously striving to improve the quality of journal publications.
  4. Upholding freedom of expression while maintaining objectivity and fairness.
  5. Issuing corrections, clarifications, retractions, or apologies when necessary.
  6. Ensuring that manuscripts do not contain content related to SARA (ethnicity, religion, race, and intergroup issues) or any material that could harm the publisher; coordinating with the Editor-in-Chief when handling potentially controversial submissions.
  7. Receiving, reviewing, and responding to complaints from all parties involved in the publication process.
  8. Supporting initiatives to educate researchers about publication ethics.
  9. Avoiding bias and refraining from defending personal opinions, authors, or third parties in ways that could lead to unobjective decisions.
  10. Encouraging authors to revise their manuscripts to meet publication standards.
  11. Formatting accepted manuscripts to conform to the journal’s template.
  12. Assisting the Editor-in-Chief in finalizing manuscripts prior to publication, particularly in terms of language, formatting, and layout.

Duties and Responsibilities of Reviewers

Reviewers play a crucial role in maintaining the quality and integrity of the journal. Their responsibilities include:

  1. Providing objective, constructive, and unbiased written feedback regarding the scientific merit and contribution of the manuscript.
  2. Assessing whether the manuscript is clear, complete, relevant, and aligned with the journal’s scope.
  3. Avoiding personal criticism or comments directed at the authors.
  4. Maintaining strict confidentiality by not discussing the manuscript with unauthorized parties or disclosing any information contained within it.

Duties and Responsibilities of Authors

Authors are responsible for:

  1. Ensuring that the submitted manuscript is an original work.
  2. Confirming that the manuscript is not under review or simultaneously submitted to another journal or publisher.
  3. Taking responsibility for all stages of the publication process until the manuscript is officially published.
  4. Properly acknowledging all sources and contributions.
  5. Disclosing any potential conflicts of interest.
  6. Participating in the peer-review process and making necessary revisions as requested.

Duties and Responsibilities of the Website Administrator

The Website Administrator is responsible for managing and maintaining the journal’s online platform. Specific duties include:

  1. Setting up and maintaining the journal website.
  2. Configuring system options and managing user accounts.
  3. Registering and managing accounts for editors, reviewers, and authors.
  4. Managing journal features and functionalities.
  5. Monitoring and generating statistical reports related to journal activities.
  6. Ensuring the security and accessibility of the journal’s online system.
